The intent of this course is to develop skills in each delegate to don & use SCBA thus to carry out tasks in a toxic atmosphere..

• Identify the components of SCBA
• Don SCBA correctly
• Carry out high & low pressure test and whistle test of the SCBA
• Put the SCBA set on a standby mode

Course Aims

The intent of this course is to develop skills in each delegate to perform basic firefighting technique using basic firefighting equipment available at worksite.

 Intended Learning Outcomes

Upon completion of the training delegate will be able to confidently fight small fire using basic firefighting equipment correctly & safely.

Course Terminal Objectives

Upon completion of the course, participants should be able to:

• Explain the theory of combustion, classification of fire and spread of fire
• Recognize Basic Firefighting Equipment
• Identify fixed extinguishing system & fixed detector
• Take actions upon discovering the fire
• Use various type of portable fire extinguishers
• Explain foam making system
• Identify & use of water hose correctly

Course Aims

Providing emergency response team members with proper training and thereafter maintaining their competencies and readiness to response to emergency situation in a petrochemical plant.

Intended Learning Outcomes

Upon completion of the training delegate shall be able to mitigate the emergency response in a chemical process plant.

Course Terminal Objectives

Upon completion of the course, participants should be able to:

• Donning of Fireman PPE
• Correct technique of attacking & cooling of plant chemical fire (Wet drill)
• Correct technique of attacking & cooling of plant chemical fire while actual fire being used
• Correct technique of casualty rescue, attacking & cooling of plant chemical fire while using BA inside the smoke chamber (wet drill)
• Correct technique of attacking & cooling of plant chemical tank fire by closing off the main valves system

Personnel who are appointed to, or to be appointed, as Emergency Response Team Members within the organization

Course Aims

This course is designed to provide delegates with knowledge, understanding and to develop safety skill on entering and working inside a confined space at worksite.

 Intended Learning Outcomes

Upon completion of this training, the delegates will be required to demonstrate their skills and the level of knowledge and understanding of the following key areas.

• Perform confined space pre‐entry preparation which includes; PTW, Gas test & preparation of correct PPE and other relevant equipment/devices use.
• Perform the correct technique of using breathing apparatus ‐ SCBA during an emergency.
• Demonstrate emergency evacuation techniques while working in a confined space.

Course Terminal Objectives

Upon completion of the course, participants should be able to:

• Identify various types of confined space at worksite.
• Describe the associated hazards in confined space.
• Perform adequate preparation before entering the confined space.
• Use breathing protective equipment to exit during the emergency situation.
• List all the correct PPE required for confined space entry.
• Describe statutory requirements and precautions as stipulated in Code of Practice Safe Working in Confined Space.

 Course Target Groups

This training program is designed to meet the minimum requirement for personnel entering & working in a confined space.

Course Aims

The aim and objectives of the OERTL Further Training are to allow Offshore Emergency Response Team Leader delegates to practice and be assessed on live fire exercises, which they would not be able to conduct in the workplace.

Intended Learning Outcomes

Participant to demonstrate:

• Maintaining relevant communications
• Effectively directing the team’s duties and tasks during emergency response exercise
• Monitoring the team’s progress, evaluating, adjusting and communicating the response plan
• Briefing and debriefing the team at appropriate points
• Monitoring stress in team members
• On completion of the exercises, confirming and checking that the emergency situation is under control and ER team and relevant personnel are accounted for.

Course Target Groups

The target group for the OERTL Further Training are existing site fire/emergency team leaders that are required to revalidate their OERTL Further Training certification by completing training scenarios which they are unable undertake at site.

 Course Methodology

This course will be presented in English or Local National Language.  Course delivery format will be a combination of lecture/practical and team activities.

Measurement of learning outcomes shall be conducted through direct observation during practical exercises (skill).

The aim and objectives of the OERTM Further Training are to allow Offshore Emergency Response Team Member delegates to practice and be assessed on live fire exercises, which they would not be able to conduct in the workplace.

• Locating and recovering casualties
• Appropriate selection and use portable firefighting equipment to extinguish fires
• Extinguishing a fire and/or securing an area
• Conducting breathing apparatus operations during incidents
• Responding to a confined space incident
• Responding to an incident involving personnel working at height
• Maintaining effective communications

Course Target Groups

The target group for the OERTM Further Training are existing offshore emergency team members that are required to revalidate their OERTM certification by completing training scenarios which they are unable undertake offshore.

 Course Methodology

This course will be presented in English or Local National Language.  Course delivery format will be a combination of lecture/practical and team activities.

Course Aims

This course is to provide participants with knowledge in the roles of Fire Watcher during hot work activities.

The objectives include;

1. Worksite evaluation
2. Monitoring of worksite and
3. Preparing for personal fire protections.

Intended Learning Outcomes

Participants to understand & demonstrate:

1. Understand Permit-to-Work System (PTW) and Job Safety Analysis (JSA)
2. Understand the Roles & Responsibilities of Fire Watcher
3. Establishment of fire prevention action plan

Take action to fight fire using portable fire extinguishers put in-placed

 Course Target Groups

The target group for Fire Watcher Training is personnel who have been nominated by their employer to be trained in the role of a Fire Watcher during an emergency situation.

 Course Methodology

Course Aims

The aims and objectives of the Fire Warden Competence Training are to provide knowledge & skill to delegate (Assigned Fire Warden) during an emergency situation at their working environment.

 Intended Learning Outcomes

Upon completion of this training, delegate shall be able to perform duties as Fire Warden to ensure safety of all workers & facilities during an emergency.

Course Target Groups

Course Aims

This course is designed to provide knowledge to personnel who work in environment where naked flame, hot work and combustible gases exist and if not properly mitigated can cause serious accident. Those designated as Fire Watcher must have appropriate knowledge to carry out their responsibilities effectively.

 Course Terminal Objectives

Upon completion of this training, the delegates will be able:

• to define naked flame and recognised the dangers pose by naked flames
• to define and identify different types of hot works and recognised the dangers pose by hot works
• to identify hot work measures to be taken
• to carry out role as fire watcher

Course Target Groups

Persons who are appointed as Firewatcher. These persons will monitor the work area whilst fire and gas detection systems are inhibited; as required by theArea Authority under the Hot Work (Naked Flame) permit to work.

The aims and objectives of the Lead Fire Warden Training are to train the candidate in the role of the Lead Fire Warden during an emergency situation in a simulated environment.

The aim and objectives of the OFERTL Initial Training Program are to equip the delegate with the necessary knowledge, understanding and skills to perform the role of Onshore Fire Emergency Response Team Leader effectively.

Intended Learning Outcomes

Upon completion of this training, the delegates must be able to:

1. Define the role and explain the key responsibilities of the Fire/Emergency Response Team Leader.
2. State the main priorities of the Fire/Emergency Response Team Leader.
3. Explain the purpose of site ER arrangements and procedures.
4. Identify the typical elements of emergency response planning.
5. Identify the emergency response PPE requirements for the OFERTL and the OFERTM.
6. Explain the purpose of setting priorities and objectives in response to an incident.
7. Explain the importance of monitoring environmental conditions during an incident.
8. Explain the importance of monitoring human factors during an incident.
9. Explain the reason for dynamic risk assessment during an emergency response
10. Delegate tasks to the OFERT members effectively.
11. Communicate effectively with relevant emergency response personnel.
12. Give clear and concise instructions to the OFERT members during the emergency.
13. Lead the OFERT in a clear and confident manner.
14. When safe to do so, direct the OFERT members into the incident area – continually assessing how the changes in the emergency could impact on the safety of the OERT members.
15. Conduct dynamic risk assessments throughout the incident.
16. Look for and respond accordingly to signs of stress in individual OFERT members during the emergency.
17. Effectively monitor breathing apparatus (BA) control.
18. Lead the OFER team during non-fire incidents effectively.
19. Lead the OFER team during firefighting operations effectively.
20. Conduct missing persons and casualty management effectively during the emergency

4. Identify hazards and risk mitigation associated with typical site fire and non-fire incidents.
5. Explain the purpose of fixed fire systems onshore.
6. Understand the performance capability and limitations of typical fixed systems onshore.
7. Identify the emergency response PPE requirements for the OFERTM.
8. Under directions from the OFERTL: approach the incident area in a controlled manner – continually assessing how the changes in the emergency could impact on the safety of other OFERTM.
9. Communicate effectively with the OFERTL and team members
10. Respond appropriately to OFERTL direction in emergencies
11. Use safe working practices and site-specific procedures
12. Select and use portable firefighting equipment.
13. Select, operate and flush foam firefighting equipment.
14. Extinguish a fire and secure an area.
